Allow subscriptions (using Price Bands) to be moved to other Classes that don't have the same Price Band linked

At the moment, the system restricts the user from moving a subscription to a new class if that class doesn't have the same subscription Price band linked to it.

This feels like an unnecessary restriction, as there may be times where you have somebody on an old subscription and you want to move them into a new class that has a higher rate.
