Allow decimal places for Percentage discounts on voucher codes

Currently, only whole integer % amounts are allowed to be set for percentage discounts on voucher codes.

Sometimes people want to set a decimal place, e.g. 12.5% or 1.67%

This request is to make the system allow this to happen
