Allow Business Owners to send Waiting List Notification Emails to classes using auto re-enrolment

BTI is currently filtering the dropdowns on the waiting list notification options to exclude Term/Blocks which are using auto re-enrolment but aren't yet re-enrolled.

This is protects the business owner from going over capacity, but removes the option for them to use their discretion - sending out waiting list emails while classes are in this state can speed up the renewals process.

Please switch it so those Terms/Blocks aren't filtered out
